Munnin is a pretty good ship. it tanks as much as the Loki (or very close of Armor/Sansha) it also has better range and in many cases better DPS as well.
Something like this tanks about as much as your Loki while being much cheaper with great range. Less DPS though so if you have issues breaking Overseers then this is not for you. Also you might be able to get away with more DPS if you are staying at range with Arty.

Or if you prefer Autos and need higher DPS, slower than hte Loki and not cap stable but the tank is way better (average tank is still higher) and so is the DPS and range.
You can change the rigs to make it cap stable and maybe (Not sure if it works) command boost your self for even more tank (maybe swap to some cheaper mods or add more application).
